| Carpenter Technology Subsidiary Joins CRSI Trade

Hartsville, S.C. (July 25, 2003) Talley Metals Technology, a subsidiary of
Carpenter Technology Corp. (NYSE:CRS), has joined the Concrete Reinforcing Steel Institute
(CRSI) as part of its initiatives to increase stainless rebar sales.
CRSI is a national trade association of about 260 companies working to foster the use
of reinforced concrete construction. The group, based in Schaumberg, Ill., performs
research and publishes information related to the safe and proper materials to be used in
reinforced concrete construction projects.
Talley sells four grades of high-strength stainless rebar that has been used for
structures needing long-term resistance to the attack of chlorides from concrete, road
salt and harsh marine environments. These structures have included bridge decks, sea and
retaining walls, pilings, jetties, piers, swimming pools, and moorings. Talley's rebar has
been selected for a number of marine construction projects, including a bridge being built
near Coos Bay, Ore., that, due to material selection, is expected by the Oregon Department
of Transportation to be maintenance-free 120 years -- 2.5 times longer than the bridge it
is replacing.
Talley's non-magnetic stainless rebar also can be considered for use in electric motor
foundations and buildings that house MRI equipment.
